Mande Data Co., Ltd. (CHIKO) is a Taiwan-based social innovation organization certified by the Ministry of Economic Affairs and supported by the SBIR program. Focused on bridging the policy information gap, CHIKO helps agencies improve governance and ensures vulnerable populations access public resources. The team specializes in SaaS, AI development, and public sector coordination, with collaboration across Hsinchu City departments and a nationwide community network.

智慧政策宣導平台以「一社區一碼」為核心機制，為政府各局處提供一站式政策宣導數位化服務。承辦人上傳海報後，系統自動批量生成各社區專屬版本並發送至管委會，民眾掃碼即可獲取政策資訊，數據即時回傳雲端儀表板。 每次掃碼行為自動累積為該社區的受眾標籤（如：身心障礙族群、育兒家庭、樂齡長者等）。當局處發起新一波宣導時，AI智慧媒合機制自動推薦最匹配的社區，避免重複投入，讓每一筆數據持續增值。 本平台已通過新竹市智慧城市場域驗證（PoC），與7個局處合作，最高掃碼互動率達7.6%，服務涵蓋500+社區節點，可觸及約7萬名市民，長期目標擴散至台灣8個縣市。

Smart Policy Outreach Platform uses a one community, one QR code mechanism to digitize government outreach. After uploading a poster, the system auto-generates community versions and sends to residential committees, with scan data forwarded to a dashboard. Each scan accumulates audience tags, enabling AI matching to recommend optimal communities for future campaigns. Completed PoC in Hsinchu City with 7 departments, achieving 7.6% peak scan rate across 500+ communities reaching 70,000 residents.
